I called Verizon and asked for the MEP code and they wouldn't give it to me. Any idea how to get it for free?

Horizon Wireless occasionally offers free codes from time to time on the forums. Check back here every now and again.

If you are anew customer, they (VZW) will not give you the code. If you have been with them for around 90 days or more and state that you are traveling 'overseas' and need the GSM network capability, then you may fare better.
People have gotten free unlock codes from their carriers but more often than not, it depends on the salesperson's mood. You may fare better by going to a VZW store where they are often more helpful than the phone sales reps.

Also, if the OP is on TMobile as his profile indicates, Verizon won't give him the time of day, let alone an unlock code.
Call Horizon Wireless as suggested above.
