Can I get 3G on Rogers with the Storm2 9520?

It's either the 9550 or 9530, not -20. But either way, the only 3G GSM band is 2100 MHz UMTS/HSPA. Rogers uses 850 and 1900 MHz for 3G, so no, you cannot.

Rambo the Storm 2 from Europe is the 9520. GSM not CDMA.

The 9550 is the USA Storm 2, the 9530 USA Storm 1.

3G Network HSDPA 2100

No 3G on Rogers. EDGE only

No, there is no way to get 3G on the Storm2. It's a matter of frequency compatibility. The only GSM 3G frequency supported on the Storm2 is 2100 whereas Roger's 3G frequencies are 850 and 1900.

Quad-band: 850/900/1800/1900 MHz GSM®/GPRS/EDGE networks
Single-band: 2100 MHz UMTS/HSPA networks
Dual-band: 800/1900/ MHz CDMA/Ev-DO Rev A networks

Even this model does not have the radio to access Rogers' 3G network. No SIM card update or software update can make up for incompatible hardware. EDGE is the best you'll get.
