It appears that DM is leaving two Outlook Processes running when Sycn is finished. These prevent starting Outlook as an application. (Manually "Ending" each of the running processes makes all OK.)

Outlook has had similar problems for several years. For whatever reason, MS decided to let Outlook spawn multiple instances of itself, rather than forcing new requests to simply make use of an existing instance if already running. This becomes a problem when more than one instance is attempting to obtain exclusive control over a resource (such as your PST file). Net result is that more than one instance of Outlook showing in Task Manager often equates to frozen/unresponsive Outlook.
DM apparently makes calls to one or more Outlook COM objects to support syncing, and apparently this winds up invoking/loading Outlook in memory. Not sure under what circumstances this will happen, but it seems that those instances don't "go away" as quickly or cleanly as they should - hence your problem. It's possible that later versions of DM may be able to release the reference to the COM object more cleanly - maybe this will resolve the problem. But I DO know that Outlook has displayed this kind of behavior pretty consistently for several years, through several versions.
