I think found the problem, in MAGT Log File :
MailboxManager::TestOpenMsgStore xxx8211; OpenMsgStore
Or
MailboxManager::SubsystemInitialize - g_pSession->OpenMsgStore
This is because BES see that exchange is "offline"
Solution is just restart BES or Reinstall MAPI
