Reassigning device to a new user

Hello everyone. I am brand new to Blackberries / BES. 5 months ago, my company installed BES v4.1 with Exchange 2003. Because we do business is 6 States, half of the devices are 8700c Cingular accounts and half are Alltel 7250’s. The technician who initially installed and maintained the system left suddenly and now I am on a very steep learning curve. Since then, I was able to fix the calendar synchronization problems due to incompatible versions of CDO.dll files and improper permissions on the BESAdmin account. Now, all of the active units are working fine.
I have 1 problem left which I can’t seem to find an answer to by searching this forum (or Blackberries Knowledge Base). I need to reassign a few devices to new users. I have been assigning and activating them by connecting them directly to the BES server via a USB cable and using BES Manager. I’ve had success with 2 (one Alltel 7250 and one Cingular 8700c) but the other 3 do not activate properly. These are the steps I take:
• Delete the old user from BES
• Connect the device to BES and wipe the file
• Add the new User to BES from the GAL
• Highlight User and Assign Device
• The device begins Enterprise Activation and then says it is complete
After activation, the address book and calendars all appear correctly on the device but previous messages (those less than 30 days) do not appear in the Inbox or Sent Items folder on the device. Both of these folders are checked for redirection and I am able to send and receive messages from/to the device. I’ve wiped and gone through the process 3 times on each affected device and sometime a day or two’s worth of messages will appear and sometime none at all. Anyone else run across this?
