Hello! This is my first post.

I work as general PC tech and we have a BES. I do not work with our Exchange or BES staff –I just ask the users for their BB information and forward it on.
A user purchased a new BB with just a data plan and provided her name, activation date, IMEI, service provider (Verizon) and obviously no phone number. I have seen the diagrams and read the explanations on how the BES and exchange servers work together, and I think I understand those. However, I do not know how her data is sent to her device via our BES server without a phone number. Basically, can someone please explain to me what pieces of information our BES server is using to send the data to the device?

The PIN of the BB. The phone number doesn't matter. On GSM BB's you can change SIM's repeatedly (and even use other carrier's SIM's) but the device will still be connected to the BES as long as each SIM has a valid BB data plan -- suitable for BES, of course.
