Default GSM "SOS" only (locked or unlocked?)

Hi folks, I've got a new 9630 Tour to replace my Palm 700wx (WM5). I'm on Alltel (CDMA) and I really went for the Tour because I used a prepaid SIM (Telestial) when I'm overseas, and I'd love to just carry one mobile phone on trips.

So I inserted my Telestial SIM card and after rebooting, the phone asked for my SIM's PIN, as usual. I entered it, it was accepted, and I thought, "GREAT! The rep who told me it was factory-unlocked from Alltel was right!" (I was skeptical, but 2 of 3 told me it was unlocked.)

I then set Network to GSM/UMTS and 2G, and after a quick "searching for GSM" message, I *think* it found one and then all I got was the red "SOS" only warning in the signal strength location.

I figured it must be locked, so I looked up how to check that and found the needed info here on Blackberryfaq.com. With my Telestial SIM inserted, on the SIM screen (in Advanced Options), I entered "mepd" and all fields say "disabled". According to what I read here, I should be unlocked, right?

I then removed the SIM and tried it again, and I get all fields "unknown" and, of course, no value in the SIM Card field.

So, am I unlocked, or not?

Were you expecting to get a signal from a network that you use overseas; in a country where that network doesn't exist?

No, the SIM works in the USA - even in Wyoming - tho' it's a wee bit more expensive than in Europe. I always make a test call when I'm stateside, before I depart, to be sure all's well and it's still recognized. With the SIM in another GSM phone, it works fine in USA.
