If you enable users on the BES (which runs on a Domino server) and the handhelds are registered on the providers' wireless network, then the user becomes activated either by EA or wired through the DM. If you move users from one Domino mail server to the next, then if those servers are in the same Domino Named Network (DNN) and same LocalDomainServers group then their should be no problem. That's because the servers are all using the same NAB.
If the servers are in different DNNs then you'll need a connection document between that Domino server and the BES, so that the mail files can be accessed by the DBES mail agent running on the BES server. Simply do a "trace servername/organisation" (no quotes) on the BES server console to the other Domino server. If the display complains that no route found to "servername/organisation", then create the connection doc.
Have a look at the log.nsf on the BES server for access errors to the other server. Also if the servers are in different domains, then you'll need to enable Directory Assistance on the BES as well as place a replica of the Directory Assistance database on the BES server.
