How are you trying to charge - wall charger or USB to the PC? How do you know it not charging?

If wall charger, have you tried a different outlet? If USB, are you plugged into a powered USB port on the PC and not via a HUB.

If using a laptop, make sure the laptop is not "asleep"

Are you using the proper cable?

Have you dropped the device or gotten it wet recently?

Has the battery been allowed to run down below 20% on a regular basis?

Do you have another blackberry to try the charger on? If not do you know anyone that would let you check your charger on there phone? It might not be anything to do with the phone it might be just the charger is dead and needs to be replaced. Even if you know some one with another blackberry charger that is a Micro USB if thats what RIM calls it, just to try it on your phone? If your charger won't charge another phone, it might be that the charger is no good, If it does then your problem might lay with in your phone it's self.

Absolutely wrong for modern BlackBerry batteries.

How to Prolong Lithium-based Batteries - Battery University

Please read the "Depth of Discharge" section. Running a LiIon battery down to 10% or less drastically reduces the battery's life expectancy.

Remove the battery and put to charge (wait up to 2 min), the screen should appear a symbol (crossed battery) meaning no battery.
Please give more details about how you trying to charge.
