Default Enterprise activation hanging in various places

I've been having trouble getting a BB activation done for a user of ours in Chile. I tested the account on my own test device here in Vancouver (where the BES is), and I couldn't get past the authentication. I tracked this to a rule in his outlook that was moving the email with the holy .DAT file to another folder. Then I tried an EA and got past the authentication, but then hung at 85%. So I quit, deleted the account and tried again, and after hanging for 20 minutes it went through and I seemed to have a fully functional device. So I asked our IT assistant in Chile to try it.

So she tried it, and got stuck at 11% for 40 minutes, then retried and hung for an hour and a half. Apparently it even received one email, but couldn't send. Here's a copy of the log for that user today:

Any ideas? Sorry if this is an obvious one, I'm not very familiar with the logs... I know it says the EA "should be complete", but it isn't...

try putting the user you are trying on a static mailbox agent and give it a ID of 200 , see if this trick helps. Just put them back on a dynamic mailbox after they are activated

Sorry? Our exchange admin has never heard of static mailboxes or ID 200. Are you thinking of another mail system?

Thanks for the link, Darthberry. Solution 1 looks like a solution to a case where everyone on the BES is having the issue, which isn't the case. I could try the second one, but it seems similar to a fix we've found for this in the past where running outlook.exe /resetfolders has solved it. In any case, it seems like a corruption of the mailbox. I've since got this blackberry to activate by having her wipe it and deleting and recreating the BES account again.

P.Walnuts/FAdmin: Right I saw that just after I posted, sorry. But what would this do?

it will allow the phone to have a dedicated agent which will allow the phones processes not to be affected by the traffic on the bes and other processes that are being performed by the agents.
