A friend just received her passcode, went to input it, but the Enterprise Activation option doesn't exist under Options/Advanced. What's she doing wrong?

She's probably got the wrong Data Plan provisioned on the line.
She should call her carrier and make sure she has the Enterprise BlackBerry Data Plan... not a prosumer (Personal) BlackBerry Data Plan.
You'd need this in order to get the BES provisioning service books on the device which allow EA.
