I think it is a major OS flaw, not to be able to have the alarm go off if the phone is turned off AND the SIM card requires a password at turnon. All I see is just a window that gives me a choice between "dismiss" and "snooze". But no ringtone. Which is equivalent to say that...I never wake up.
Or am I missing something ??

check the options. Sound profile controls sound after the option is selected

Why would you turn the phone off if you have an alarm set to go off?

Note that the Alarm is not controlled by the regular Sound Profiles. It has its own sound settings.

To the OP, what exact device model number are you using? What OS version is on the device?

Well, it is a fact that, if I didn't have a password, when the phone is off, the alarm kicks in and RINGS. I've tried it.

Correction : the alarm DOES ring, but only after the number of minutes set in the "snooze" option and only asks for the password afterwards.

Did you read the link info? Noise is controlled by the profile.

Again, the ALARM is not controlled by the Profiles. The Profiles only control those things listed in the Profile. And the ALARM is not one of them.
