Forwarding eMail as attachment or with Full Headers

We have about 10 users and we are trying to get them to be able to submit eMail spam reports but in order for that to work we need to receive the spam with the full headers intact. Desktop users we simply have them attach the message to a new blank eMail and send it.
I was not able to find a way to forward full headers/attach original message. I'm looking around in our BES and haven't found anything that stands out as being able to do this. Does anyone have an idea if doing something like this is possible?
