The way I read it is that it is additional to the max $700 that you will have to pay for breaking the voice contract. It doesn't necessarily mean that there isn't a smaller fee charged if you cancel your data after 12 months, it just doesn't say it. I thought I would post because it seemed to lend support to those who claimed after 12 months there is no penalty.
