Yes, messages are generally held for delivery. JiveTalk survives intermittent reception very well because of this.
There may be limitations. For example, I think they may still be lost if you quit the application before they get sent. Or things like logging off-and-on the network after the messages got entered, and before they managed to get transmitted.... Or maybe it's more well designed than I think.
I have not done any tests, but you can try two IM accounts, and test some test cases, by turning off the BlackBerry radio while using JiveTalk (this simulates loss of reception)
