You don't push them.
There is trouble with the device, which is why they're pending.
Once you discover and resolve the issue with the device, the pending messages will be delivered on their own.
Could be any number of things happening here.
Perhaps due to the issues with the Exchange account, the user's device should be reactivated on the BES.
