Cingular coverage in Brazil

Suddenly, our Cingular 7290's and 7100's quit working in Brazil. Call to Cingular...on the old "blue" lines (former AT&T wireless lines)...it's game over...they won't work due to infrastructure changes in Brazil. On the "orange' lines (Cingular lines), the 7290 won't work but the 7130 and higher device (Pearl, 8800) are fine.
What a mess! I have users with all types of phones, unfortunately some still on "blue" lines, and now I basically have to round them all up and upgrade them to 7130's or higher if they travel to Brazil. Cingular refuses to help with handset upgrades. Ugh...
