Default Which carriers support UMA or WiFi Calling in 2013

Which carriers support UMA or WiFi Calling at this time? T-Mobile USA does. Does Rogers? Any other carriers?

I've updated to 7.1.0.861 from Digicell. It allows BES and BIS over WiFi but WiFi calling gets diagnostic error W006.1

I had the same problem with the Cincinnati Bell version of 7.1.0.746. (I didn't try the Roger's version of 7.1.0.746, but jumped to the 861 version).
