However the work around could be to setup the second device for BIS and then allow this to collect email from the mail server e.g via pop3 or mail forward. Note this second device will only have access to mail not calendar/tasks etc..plus it will sufffer spam and any email sent from the device will not go back via the Exchange server.
Why anyone would want this though - I can't possible imagine!
Got to agree with Bertie, it is a strange request. raman, maybe you can tell us why the user thinks they need 2 devices and we can come up with a better solution for them. I really can't see why anybody would want this setup.

I have a couple of users who have a shared mailbox, and for them I have one who has a BlackBerry and the rest have Windows Mobile 5 devices on Exchange Direct Push as you can run multiple devices to a single mailbox on the Microsoft system - I have to say it's about the only good thing I've found with Exchange Direct Push!!!!

LOL, I love them both and choose to use OMA. I have to say that is a top feature of Exchange.
