Hi... just wanted to share my success at installing 4.0.0.219 on my new BB.
(With french support...)
For the french support, you will need the Java SDK and the BB JDE (see
http://www.blackberryforums.com/showthread.php?t=52 for more information on how to install them...)
Just follow the link in Mark's Big FAQ to Cingular's download page :

Download and install, but to not run the desktop manager yet.
Delete the "C:\Program Files\Common Files\Research In Motion\AppLoader\Vendor.xml" file.
Connect your BB with the usb cable (duh!) :P
Optional step for french support: Open up a command prompt (Start Menu -> Run -> cmd) type "javaloader -usb save dynamic_ling_data_french_ltr.cod", hit enter, then type "javaloader -usb save dynamic_ling_data_french_35k_2.cod", hit enter again, and let the command prompt window open.
Load up the App Loader, and install the new 4.0.0.219 OS following the instructions...
Wait for your BB to boot up...
Optional step for french support: Go back to the command prompt, and type "javaloader -usb load dynamic_ling_data_french_*.cod", hit enter. Wait again for your BB to boot up...

The 4.0.0.219 OS has a WAYYYYY nicer calculator, caching for the address book and notes (I have 85xx notes on my BB :P) so it loads the first time slowly, but then it is fast as hell
Oh... and using the BB as a modem for your laptop works like a charm
(like a charm... get it? :P damn I'm not funny)
