If the image is embedded in the email then it will display, if the image refers to another site where it's hosted, then it will not display unless you select "get images." This is a privacy feature so your IP number is not exposed. i.e. If the image loaded, then a spam site for example would know you opened it.
I agree it's a P.I.T.A. and it would have been nice if RIM allowed us to make that decision, but it is what it is.... for now anyway.
