UnLocking a phone has to do with the provider. An ATT device can only be used with an ATT network, unless it is unlocked.
You should be able to put any ATT SIM into an ATT Device and get it to work as a phone.
BUT, there has been recent news that ATT is automatically changing your billling if they recognize your EMAI is a smart phone. That will add another $30/month to your bill.
I don't think the previous unpaid bill would be an issue, but it MIGHT, if they recognize the device.
If your account is in good standing, ATT will unlock your device for free so you can use pre-paid cards overseas. I have had all my BBs unlocked without an issue. There are also other 3rd party companies that unlock devices for a fee. But you don't need it unlocked if you plan to keep it on ATT.
