Welcome to the forums,
Data Connection Refused means that you do not have data capability on that provider's network. If it is your carrier's network then call them and have them look into the problem. If you are roaming on another network then you are stuck with whatever you can get out of that network. It *may* help to talk to your carrier about it as well, but don't expect too much from them.

erm. howabout doing a manual roam - "options, network" and then seeing if there's another network which will give you more juice..

Question: Does the manual roam option have limitations, besides the obvious - only one network to choose from? For instance if I travel international would I be able to manually switch my network or would my data plan determine if I'd be able to do that?

That's what the manual network selection is for, according to the manual. When I travel to Europe and do a manual select there are quite a few networks in the list.
