Not my decision, of course, since I'm not the author...but how is that different than asking any artist, writer, musician or software author, "When will your product be free?"
Some people create themes as a hobby and give them away - and that's always nice. But others do this as a way of generating some extra income, and when they put in time and effort, tweaking and responding to customer feedback, I don't understand the expectation that their work products should be free to the public. Never made sense to me, any more than expecting to be able to walk into a book store and saying, "I like this book and want to take it, but I don't want to pay for it."
Also: there's a simple economic concept going here: if the author actually makes some money from this, he/she will weigh that against the "rewards" of giving the theme away without a charge. The ultimate decision about the value will come down to the way the author values the sale, and the way that consumers value the product -- an efficient market determines market value very effectively. If people don't want to pay, they won't buy it.
While the market forces are working their magic, however, I wish people allow for the fact that some craftsmen hope to be compensated for their time, effort and creativity, and deserve this for the work they do. If the ability to generate some income from this inspires the better artists to create more, all the better for us, the consumer.
