Default Problem - Messages Delivered to BBs in Delayed Batches

We have a problem with our Blackberries xxx8211; but only when used in Cimarron, Colorado 81220. We have spent a week going back and forth between AT&T Wireless and RIM to no avail. Here are the details of our issue:

We have four Blackberry users at a business meeting in Cimarron, Colorado. (They go there frequently and normally their Blackberries work fine.)

Facts:
xxx8226; On Friday, 10/15, they started getting a delay in receiving their messages.
xxx8226; They are receiving queued-up batches of messages in 14-15 minute cycles. Each userxxx8217;s BB is on its own 14 minute interval.
xxx8226; When they send messages, there is no delay.
xxx8226; They have full GPRS/GSM signal.
xxx8226; They have different model Blackberry units with different software versions.
xxx8226; PIN to PIN messages also have a similar delay. (Takes our company RIM server out of the problem path.)
xxx8226; Their GSM phones and GPRS internet browsing are working fine.
xxx8226; Only these four users at this location are experiencing this. All 56 of our other Blackberry users are working fine. When these four users return to our main office or elsewhere the 15 minute batch delivery cycle stops and individual messages arrive about 20 seconds after being sent (a normal delivery time).

We know it is not a problem with our Blackberry Enterprise Server, since it only affects these users at this particular location and PIN to PIN messages are getting the same delay. RIM at first said they queue the messages but are unable to find the devices. The first round of AT&T tech support shows no outages in Colorado xxx8211; though they do show a SGSN and/or Location Are Code (LAC) change(s) on the date that this problem started. AT&T says these should have no effect.

Both AT&T and RIM point to the other provider as causing the problem.

It seems weird that after 14 minutes the devices are found and messages are pushed through only to have the cycle start again.

It is weirder that the two service providers cannot find the problem.
Is it AT&T or RIM and why just in these part of Colorado? Nobody from AT&T or RIM seems to be able to understand their own technology enough to follow the path of the delayed messages and describe where they might get delayed xxx8211; in the air by AT&T or in a queue by RIM.

I know your post is old but I am having a similar problem as far as the times in the the delay. I have just moved people on a 3.6 BES to a 4.0 BES. The users on the 4.0 server get their messages in batches. Things go pending and then are sent about every 15 min. Just curious if you ever got to the bottom. Maybe the cause is similar.
