Default BIS and WAP portals

I own a Storm. Provider is Vodafone. BB data plan that allows me to surf the web indefinitely for a fixed (low) monthly fee. I take it it uses the BIS (BB server). However, sometimes, especially for media streaming, the connection switches to the Vodafone WAP portal (whatever that is), which implies high costs, even for just 15 minutes.
What is the difference between BIS and WAP portal ?? If the answer is too complicated, I would appreciate some links pointing to the relevant subject.
