As a developer who's worked on both OS's, I would say that developing for Blackberry has been much more robust and easier than with Windows Mobile (C# and native Win32).
1. The APIs are simple and self-explanatory
2. The signing process is simple and doesn't require 3rd-party testing
3. Much less hacking required (especially with C# and getting certain things they left out to work).
4. Things generally work the first time
Whether or not you will get all the control over the PIM functionality that you need is another question, however.
