At this point I guess I'd try this:
1) Remove any BIS / 3rd party email connections to your HH
2) Install the
latest OS for your HH
3) Have your BES Admin remove you from the BES (making sure to remove any BES information from your mailbox).
4) Download and execute a
dbclean on your mailbox. You'll run this on your machine with Outlook connected to your mail server.
5) re-add you to the BES
6) Confirm you can send / receive PIN messages
7) Attempt activation
8) confirm send / receive
