So to review:

- You know it's not the phone because you've activated the phone with another user
- This also eliminates the carrier being a problem
- All old users can activate on the phone, just not any new user

If that's the case, something is different about new and old users. When you create new users, do you copy them or do you just start from scratch?

Does the ETP DAT message make it to the users mail box and get processed?

Ah, I always forget about that ETP message. Knotty has a good point... make sure the ETP is not going to the junk folder.

What version of Outlook does the user have? I had a user recently with Outlook 2007 client and a crapload of Rules running. Her account would not activate until I un-checked all of her rules and shut down her computer.

I had a simlair issue when adding new users to the bes server - our providers suggested deleteing the user, wiping the handheld, deleting the ETP messages
restart the Dispatcher and MailStore services I think and then try re-activiating the user again.
