MY 9700 can SEND files to other devices, but anytime another device tries to send my 9700 a file, it says "cannot connect"
I have my bluetooth set to discoverable and file transfer it checked...

You need to tell the blackberry to receive using bluetooth to receive the file. Bring up the menu and look see.

I don't see an option for that.
