4.1 SP4 MDS Runtime

In the new 4.1 Service Pack 4 there is only 2 versions of MDS Runtime included, 4.1 and 4.2. Does anyone know why the previous versions for 4.0 and 4.0.2 are not included anymore? They designed it totally different as well, including the .alx within each folder instead of one .alx for all versions.
Any ideas?
