I'm on Verizon, so you may see something a bit different. But here's how my BIS would allow me to set up an OWA account:
- Select "Set Up Account" from the main BIS page
- Enter your email address
- DON'T enter a password
- Click "Next"
- Check the "I will provide the settings to add this email account." radio button
- Click "Next"
- Check the "This is my work email account." radio button
- Click "Next"
- Check the "I can access my email account using a Web browser (Outlook® Web Access) " radio button
- Click "Next"
- Fill in the URL, user name, password, email address, and mailbox fields
- Click "Next"
- et Voila, theoretically at least
