Default Does not make sense to me - Activation Issue

I attempted today to setup nine (9) new Blackberry curves (8330). Seven (7) phones activated with no major issues. Two (2) of them seem to want to cause me a lot of grief. Basically, both phones show activating and the users e-mail address. They do not progress any further than that.

Blackberry Manager 4.1 is installed on a Microsoft Enterprise Server SP2 (Domain Server) running Exchange 2003. IEMSTEST fails when I run it for one of the two users. Which is where this does not make sense to me. If the permissions where not correct - it would seem to me the other seven (7) would not have activated.

I have deleted the network e-mails from the one user I tested. I then deleted both users experiencing issues from Blackberry Manager. I recreated one user sending her a new e-mail with a new activation password. This did not resolve the matter.

What else can I try, look at, research to resolve this matter. FYI - both users can receive/send calls. Just not use any e-mail functions.

What is different about these users? Mailbox store? Exchange Server?

perhaps the carrier didn't setup the data plan on those devices ?

Most likely the data plan - did the browser globe show up?

Sounding like a data plan, try to activate one of the accounts using a known working SIM.

I had not considered the data plan since the other seven (7) phones came active without any issue. I am following up on that now. As for what might be different between these two (2) phones and the other seven (7) phones, I will list specifics about the setup ---
1. Microsoft Windows Server 2003 Enterprise Edition SP2
2. Blackberry Manager - 4.1.4.3 while connection service has 4.1.4.19
3. MAPI32.dll 4.5.76.8.1
4. CDO.dll 6.5.7651.6
5. Used BESADMIN to install the software following install instructions video on Blackberry site.

I will check on both phones tomorrow to determine if the browser globe shows up. Only other thing I can think of is I start a install on one phone with the wrong user. I backed out re-entering the correct information.

are the network messages going to the inbox of those users? also, what does it say for an error message when you try to activate the device?
