I was wondering if there are any Rogers Canada Customers that take advantage of available Cell Broadcast Channels? I called up Rogers but (as usual) their tech support can't seem to figure out what I'm asking for. Has anyone been able to get a list of them? Google yields results for overseas providers and Rogers Support is as frustrating as ever.

Everyone is "taking advantage" of this service by receiving messages if and when they're when sent. You, as a consumer/customer, have no access. Nobody does except the carriers themselves.

The fear is that any idiot could become a spammer via text messages, hitting everyone in a large area with a single message. Not gonna happen. Mostly it's reserved by the carriers who own the technology for emergency broadcast messages like during a disaster.

In general, North American GSM providers do not use this service.

???? It appears you don't know what they are for. What could you possibly mean by "take advantage" of them? If you want to "take advantage" of cell broadcast then simply enable cell broadcast on your device and hope for a major disaster of some type to occurr and at that time you may get an emergency message of some sort. LOL

Here's the deal, either enable it or disable it on your device. But to hope to "take advantage" of it is to hope for something very bad to happen.

Please read before posting. Rogers is a North American carrier, and they don't use cell broadcasting.
