3G Only is a bad idea as you will spend some time with no data if 3G is not available...

maybe you should try check the vendor ID before buying.example vendor id 603,301,120 and 613 (mine) has option for 3G only. i heard that if the blackberry made in hungary usually has this option 3G & no hardware problem issue

The 3G only option is based on the vendor ID the BB is flashed with from the factory - nothing to do with the OS or the country of manufacture. Rogers for example allows 3G only as an option whereas AT&T in the US does not. This was the case with the Bold 9000 and Bold 9700.

I'm suspecting that it's not possible if you don't have the option. There's no way I know of to change a vendor number in the device itself.
