Question what carrier in the US would give me the cheapest IRC on the go access?

I'm curious what carrier and data plan in the united states would give me the cheapest IRC on the go access through a blackberry? I'm wondering if US carriers have a generic data access plan just like Rogers in Canada, and if i could use third party internet apps with that generic plan, in order to get IRC service on the go here in the united states? I would like full third party app internet access on the blackberry with no voice, at the cheapest possible rate. thank you
