If your battery is charged and it won't boot and gives you the battery error, then either the battery isn't really charged, the device can't see the battery because the contacts are dirty or the battery contacts are making contact with the terminals on the battery, or there is some problem with the device or device software.
If the battery contacts are clean and the battery is tight in the compartment and you believe the battery charge is good, then remove the battery for a good several minutes and try again. If you still get the battery error and you can borrow another battery that you know is good, then that would be the next step, I think.
