Hi all,

We changed our mail server and blackberry enterprise server to new one.

We are using Exchange 2010 and BES Express 5.02 right now.
Our Turkish cell phone partner it calls turkcell has installed BESX 5.02.

First 20 bb device is running stable.

When I try to activate 21st bb device bes didin't activate my 21st bb device.

We tried everythnig all about the throttling policy.

You can see error log below.

By default, Microsoft® Exchange 2010 uses client throttling policies to track the bandwidth that each Microsoft Exchange user
consumes and enforce bandwidth limits, as necessary. The policies affect the performance of the BlackBerry® Enterprise Server
negatively, so you should turn off client throttling for the Windows® account that has a Microsoft Exchange mailbox.
