Verizon international data roaming charges are going to eat you alive! Think about a non-BlackBerry solution with a local SIM card. Nokia phones are huge in Europe still, and some offer the services you want. The reason I don't suggest a BlackBerry solution is that you'd need a local contract, which means a new BlackBerry (GSM) and a significant commitment as far as time goes. There may be a pay-as-you-go solution for BlackBerrys that's worth looking into, but you can probably do it all much cheaper with a used Nokia N95 (still has one of the best cameras for phones). It does mapping, geo-tagging, location-bases services, email, etc.
