You are not going to clear out Other memory. The type of information that is stored there depends on what you have installed, what you have running. If an app needs to load information for quick access, then that is where it is going to go. Deleting some apps and formatting your MicroSD card may free up some of the held memory in 'Other', but the type of information that can be stored on your eMMC (Embedded MultiMedia Card) can sometimes persist, even after a reboot. The other memory is not interfering with the normal operation of your device.
If you have your MicroSD card as your default save point, and it's full, that could also cause your device performance to suffer.
If you are on 7.1 then use the Device Analyzer (Options>Device>Advanced System Settings>BlackBerry Device Analyzer) then it should tell you when you are at a low threshold and either reboot your device, or clean out some unused memory. Application storage is different than RAM.
BlackBerry supports up to a 32GB MicroSD card. If your 4 is full, transfer all information to an 8 or 16.
