It is probably semantics to the average user, but I would relate it more to a VM or a port than an emulator. I don't truly know the guts of it, but more like WINE on linux than say a PS2 emulator on a PC. I have a version running and it appears to be the whole Android OS in a segmented partition. Now, this won't be the prod version. The version that will be prod will probably run in the background (queued up for launch either on boot or first use) and you will launch apps from the standard trays like other apps.
