Can I install OS7 on a Torch 9800? Or will there be a update sometime?

No, OS7 will only be available for devices that are released with it.

*Noob question*! Can one upgrade 9800 to same internet speed as 9810? Also, does 9800 have HSDPA, as my phone only has 2G and 3G as options???

The 9800 is a 3G device and cannot be upgraded to 4G.

NO.

It sadly makes sense but RIM confirmed it today. BlackBerry OS 7 with its liquid graphics and features are not coming to the BlackBerry devices currently in market.
