Setting up WiFi without a DATA PLAN??

I have heard of numerous people that have set up the WiFi without having a BB Data Plan on there phone. How do I do this? My WiFi is connected to my 2wire DSL modem/router but the icon is grayed out on the phone. When I try to connect via the WiFi it says that my radio device is currently turned off. I have the Mobile Network OFF, WiFi ON and Data Services ON. Also I have the following set up on the phone: "Options > Advanced Options > Browser" the default is set to "Hotspot Browser". Still no luck!!
Do I need certain service books installed to get this to work?
Please Help me if anyone has set this up without a data plan
