We're on the same page. I know I have to get verizon to do it. And in a previous post I did mention that the original owner called verizon. (see post #54)

So kind of stuck now. lol

I can't believe I am wading back into this, but..

What carrier do you want to use the 9530 on?

Unlocking touches the GSM part of a 9530. You do not need Verizon to unlock anything. You can go to a reputable unlocker (I recommend HorizonWirelessOnline.com - Horizon Wireless, The World’s Cellular Repair Center ß) and you unlock the GSM portion.

Then you put in the SIM card, change the network over and it will work.

Ugh. I feel like we are spinning top in mud.

It works on our local network! The phone works on our network! But the data plan cannot be used because the PIN is still locked to verizons network.

What does that have to do with GSM?

Spin away; I guess I missed in these 200 threads that the GSM portion was working.

If Verizon won't release it (bill not paid, other issues) then you are out of luck.
