Do you have a specific BlackBerry Data Plan on your account?
Contact Solavei if you do not. You will not be able to download anything without a BlackBerry Data Plan.

I don't. But I know that according to solavei we have UNLIMITED DATA. But u saying I need to specifically ask for and have blackberry data plan? And will this solve my issues with my BBID issue as well?

You need a specific BlackBerry data plan to use a 9900. That will solve your problems. However, Solavei does not offer that, so you will need to change carriers.
