Hi...
I want to unlock an 8310 at&t device. My support service says he needs to know 3 items.
1.) IMEI
2.) Pin
3.) What service provider do you have.
I am uocking this phone for my daughter and do not have her carrier but can get that information by calling her. My question is why would he need to know her current carrier when we want to unlock a phone from AT&T?

The unlock code is specific to the IMEI and PIN. If you are getting it from the carrier for free, they would want to know if she is a customer in good standing and with met the minimum contract length requirements.

I do not think the unlock is dependent on the carrier. Maybe one of our other other experts can answer that portion of the question.

One thing I know is that the unlock codes available from Ebay are specific to carrier, and vary widely in price.

They should not need to know what carrier it is going to be used on, only what carrier it is locked to. You unlock it so it can be used with any carrier.

Not sure who you are going through but this doesn't make sense. I've never used an unlocking service -- always either bought phone already unlocked or gotten the unlock code from my carrier for a device I bought from them. I have however heard very good things about Horizon Wireless and would probably use them if I needed to pay for unlocking.
