I had the same issue. I went into services and set RoxioDB9 to start AUTOMATICALLY and then set the service to start. (All of the roxio services were disabled. Think my Firewall software was a little over eager.) I then went through the the un-reg and re-reg of the DAO dll and that did the trick.
