Issues with BIS on O2 UK

I have 2 clients who both have 8100s on O2 taken out at the same time, both have BIS, and both have their mail stored on the same POP3 server with the same domain. For one of them the mail is being delivered to the device perfectly, no problems to report at all. The other user is a different story:
Some mails are nearly 3 hours late, some don't arrive at all. He spoke to O2 who didnt really help but arranged to send him a replacement handheld. This has been swapped over and again its not working as it should be.
Can anyone explain what might be the issue here? Both devices are set up in exactly the same way with the same back -end infrastructure (in terms of their POP boxes being with the same ISP), yet one is working perfectly the other not very well at all.
Any advice greatly appreciated.
