Default Geographic Issues Affecting BES Migration

I am in the process of upgrading my company's BES environment, and this involves transitioning into a dual BES setup, instead of a single BES environment. Our old BES is in Detroit, MI, and the second BES is located in Los Angeles, California. This is to be closer to our Domino Mail Servers located on the west coast.

I've found that migrations between the old BES in Detroit and the new BES in LA is progressing a lot slower that I would like. The process is taking about 20 minutes per each user; with almost 700 Users to migrate, this is unacceptably slow.

Is there a Domino setting that could be tweaked in order to speed this up? Are there any other tricks to speed up this type of migration?

Information about my BES Setup:

OLD Bes (located in Detroit, and will be retired once migration is complete):
BES 4.06 HF4
Domino 6.5.4 FP2
Windows 2000, SP4
Currently Hosting 850 Users

New BES #1 (Located in LA, California)
BES 4.1.4
Domino 7.0.2
Windows 2003, SP1

New BES #2 (Located in Detroit, and included for sake of completeness)
BES 4.1.4
Domino 7.0.2
Windows 2003, SP1

All of these BESes connect to the same Remote SQL 2005 Database located in Detroit.

If you are doing a Move from one BES to another then the longest process is the replication of the state database. How fast the state database replicate would depend on your LAN connection speed between the two BES.

For reference, within our environment, across an 8GB pipe (with less than optimal carrier conditions), this process takes 1-3 minutes for a single user move. What is the bandwidth between Detroit and Los Angeles?

For what its worth, I was able to complete my migration.

I was able to "stack" many individual migrations to occur during non-peak hours. While this didn't necessarily speed things up, it made additional hours in the day available to perform the migration.
