You need to have a service plan that includes BlackBerry Data to use BlackBerry Data features such as BlackBerry Messenger even over WiFi.

You have to get the Blackberry dataplan to access BBM and all of the other RIM services.

ANd you have to have a Blackberry dataplan to get the proper services books. In other words, you have to do what the rest of us do, we pay for it.
